how am i supposed to tell if the propane barbecue grill is leaking gas?
whenever i turn on the propane, i smell the gas before i turn the burners.i do not know if it is leaking gas.
it is a waste issue. the smell of the gas is not strong enough to cause a hazard.
Just turn the gas off at the tank each time you are done. Sometimes the cheap valves at the burners will leak slightly or the hose gets damaged and also might leak, or the connector to the tank is not fully tight – best to turn off the main valve and not worry about it.

When you turn on the bottle and turn the BBQ on before you light it some gas will be travelling through the burners, if not the flint will not light it. That is the gas you are smelling. If the bottle is turned off and you smell it then you have a problem. You could mix dishwashing liquid and soap together to get bubbles and put a mild film over your bottle. If further bubbles show then you have a leak.

the trick to detect gas leaks is to put a little dishwash soap on any of the connection points (like where the hose connects to the tank or to the grill). If to see bubbles form, gas is leaking.
